What are the Government Contractor Website Design and Development Requirements for OASIS+?
Currently, as of January 21, 2025, there are no marketing requirements for government contractors to comply with aside from maintaining “participation by actively pursuing work and competing for task order solicitations under OASIS+” (H.16.3 Marketing)
However, we recommend you bear the following in mind:
- The requirements for the OASIS legacy contracts included a clause requiring a “contractor OASIS webpage” with a list of specific requirements (Ref: H.11.3. Contractor OASIS Webpage).
- Since this clause existed for OASIS, it was assumed the same would carry forward to OASIS+. However, this section was dropped from OASIS+ during the initial on-ramping.
- However, our OASIS+ SMEs anticipate that the requirements will be added back as a modification between March 30 and June 30, 2025. Reference most current contracts for validation.

What are Government Contracting Best Practices for Marketing OASIS+
The following are our recommendations, although, to reiterate, as of 1/21/24, they are not required.
Recommendations
- Keep your website updated to level the playing field with legacy OASIS contract holders (who have already met the requirements of the OASIS legacy contracts). This includes developing an OASIS+ and careers webpages with 508 compliance.
- To gain an advantage over your competitors, build brand awareness proactively and implement campaigns specifically targeted to compete for OASIS+ opportunities.
- Ensure company-wide adoption of on-point and consistent messaging for external customers, employees, new hires, and teaming partners.
Things to consider when marketing OASIS+
- As a company just being awarded an OASIS+ contract, you are competing with over 3000 current OASIS legacy contract holders.
- These contract holders may have 5 to 10 years of past performance on the legacy OASIS contract. They will have already complied with the requirements surrounding contractor websites cited in the OASIS contract.
- The legacy OASIS contract requirements included a clause requiring a “contractor OASIS webpage” with the various requirements.
- This section was dropped from the current contracts during the initial on-ramping.
- Between March 30 and June 30, our SMEs anticipate that the requirement will be added back in, with a limited time frame for compliance. Reference most current contracts for validation.
- OASIS+ activity will continue to ramp up as the ordering periods of the original OASIS contracts come to a close. The Small Business and 8(a) contracts ended December 19, 2024, and the Unrestricted contract ends March 1, 2025.

What is OASIS+ (One Acquisition Solution for Integrated Services Plus)
OASIS+ is a series of six new government-wide contract vehicles intended to simplify the acquisition process for services. Learn more about OASIS+
Here’s the definition:
One Acquisition Solution for Integrated Services Plus (OASIS+) is a suite of governmentwide, multi-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts designed to support federal agencies’ procurement requirements for services-based solutions.
- This suite of service contracts is available for use by agencies throughout the Federal Government that hold a Delegation of Procurement Authority (DPA).
- The contract base period is five (5) years with one (1) option period of five (5) years that may extend the cumulative contract ordering period to 10 years.
- OASIS+ contracts may be used by all federal agencies, including the Department of Defense (DoD) and Federally Funded Research and Development Centers (FFRDCs), but are not open to state and local governments at this time.
Why Was OASIS+ Established?
Acquiring services that include multiple disciplines bundled into a solution has become increasingly complex for the federal government and therefore, OASIS+ was established to:
- Provide a single platform for the acquisition of complex professional services that integrate multiple disciplines.
- Allow maximum flexibility to the ordering contracting officer―e.g. agency-specific terms and conditions/clauses/provisions may be added at the task order level.
- Reduce lead time & administrative effort to acquire complex professional services.
How Does OASIS+ Compare to Legacy OASIS
The OASIS+ contracts build on the success of the OASIS and OASIS Small Business (OASIS SB) contracts, offering federal agencies access to highly qualified contractors for their comprehensive and complex non-IT services solutions worldwide. The GSA website outlines ten differences and eight similarities between OASIS+ and OASIS legacy. Here’s a link to learn more:
